by their governments. While many victims are
native to countries where the fraudsters seek
residence, victims can also be legal residents
or naturalized citizens.

against innocent people, is an unfortunate social
phenomenon of which a disproportionate percentage
of the victims are African American men. The
unwarranted detainment and of frisking of African
American men is second-nature, especially in big cities like New
York.
